An examination of Virginia’s 2012-2015 Statewide Transportation Improvement Program reveals that road maintenance/minor widening projects account for the largest chunk of planned spending (24 percent). Bridge maintenance/replacement projects follow, accounting for 22 percent of the planned spending. New road capacity projects follow at 20 percent of the STIP. The STIP notes that the total cost of three of Virginia’s large new capacity projects will be more than $2.57 billion, but the state will only spend $153.41 million of federal and state/local match dollars between 2012 and 2015 (6 percent of the total cost listed in the STIP). Transit project* make up 15 percent of the planned spending, and safety projects 14 percent. Road or bridge projects with bicycle/pedestrian components (such as adding sidewalks when reconstructing a roadway) account for 2 percent, as do bicycle/pedestrian projects. Projects classified as “other” comprise 1 percent. Bridge capacity expansion projects account for less than 1 percent of the STIP.

*Transit total does not include $405 million in funds identified as "Revenues." These funds are made up of farebox and operating funds. Phase one and two of the Dulles Metrorail Project, which amounts to $4,061 million during the STIP years from federal, state, local and revenues sources, is also not included in the transit portion. The state has turned over this project to the Metropolitan Washington Airport Authority.
